May 2011 - Recycled Water Scheme Assessment
Yarra Valley Water has decided not to proceed with the implementation of a recycled water network for Wonga Park. Following a comprehensive assessment process taking into account community costs and benefits; construction costs; and possible funding opportunities, Yarra Valley Water has determined that a recycled water scheme in Wonga Park would not be viable.
Based on the construction tenders we received, the cost of the infrastructure required to provide recycled water to Wonga Park is approximately $10.4 million. While, Yarra Valley Water was prepared to contribute $1 million toward this project, recognising the scheme’s community and environmental benefits, the remaining funds needed to come from either external funding, or revenue from water sales to irrigators and residential customers.
Our consultation with local irrigators found that they showed strong support for the project, however there was not enough commitment to purchase the large volumes of recycled water required to make the implementation of the recycled water scheme feasible (predominately due to the price of recycled water being too high). In response to these concerns, we investigated several alternative options aimed at reducing the price. However, unfortunately these options still resulted in funding shortfalls and despite our efforts; we have been unable to secure any external funding.
Without external funding, providing Wonga Park with recycled water would mean each property would need to contribute approximately $12,100 towards the overall project cost, which Yarra Valley Water does not consider to be appropriate.
As a result of the aforementioned reasons, Yarra Valley Water has decided not to proceed with a reticulated Class A recycled water network for Wonga Park.
About the Wonga Park Backlog Project
Over the past 2 years, Yarra Valley Water has been designing a sewerage scheme for a large portion of Wonga Park to eliminate discharges from failing septic tank systems into the local waterways. Under the Wonga Park Backlog Project, sewage from Wonga Park will be transferred to the Brushy Creek Sewerage Treatment Plant for treatment.
