Bulk Water Permits

A permit may be issued to customers who require access to water from fire hydrants & metered filling stations, where normal access to mains water is not otherwise available.

Accessing water from these structures without a permit is illegal, breaches the Water Act 1989, & may result in legal action.

Customers who are generally permitted to use bulkwater inlcude:

  • Water Cartage Companies (who supply customers without access to mains water)
  • Road Construction Contractors
  • Drain/Sewer Cleaning Companies
  • Local Councils

The use of Bulk Water is subject to current water restrictions for Melbourne.

Types of Bulk Water Permits

Permits can be issued with three levels of water access:

  • Metered Filling Station & Fire Hydrant,
  • Metered Filling Station only, or
  • Fire Hydrant only

Permits are valid for two years.

    Metered Filling Stations

    Metered filling stations have been installed to reduce risks associated with the incorrect operation of fire hydrants including:

    • Water main bursts
    • OH&S considerations
    • Backflow contamination to the water supply system
    • Water quality for domestic users
    • Low water pressure &
    • Billing accuracy

    Water obtained from Metered Filling Stations or hydrants incur the current rate (per kilolitre) charged to business customers.  A quarterly bill is issued for usage recorded as well as a quarterly access fee per vehicle.

    Customers accessing Metered Filling Stations as part of a commercial arrangement (eg. water carters) may use filling stations at any time.  Residential customers provided access can only do so during the following times:

    • Mon to Fri 9:00am to 5:00pm and Saturday 9:00:am to 1:00pm.

    Fire Hydrants

    Permit Holders are required to record water usage in a log book that is submitted to Yarra Valley Water on a regular basis for auditing & billing purposes.

    Fire hydrants within 5 kilometres of a metered filling station cannot be used.  Fire hydrant usage that is not reported will result in permit cancellation & may result in legal action including recovery of water usage charges.

    Training

    Applicants are required to undertake training & demonstrate proficiency in the safe operation of fire hydrants & metered filling stations before a permit is issued.
