AGREEMENT FOR BULK WATER PERMIT
Introduction
A bulk water permit provides permit holders with authorisation to access water from fire hydrants & metered filling stations where normal access to mains water may not otherwise be available
Accessing water from these structures without a permit is illegal, breaches the Water Act 1989 & may result in legal action.
Permits can be issued with two levels of access:
Yarra Valley Water reserves the right to change the terms and conditions of this agreement and if this occurs, permit holders will be notified in writing.
Our Service Commitments
We will endeavour to provide:

Training in the safe operation of metered filling stations & fire hydrants,

Adequate pressure at the metered filling stations for efficient filling,

Safe vehicle access to metered filling stations,
-
Reinstatement of metered filling stations within 3 business days of reported faults, &
-
7 days notice of planned maintenance on metered filling stations
Billing Charges & Cycles
Water usage under the agreement will be charged at the commercial price per kilolitre. Information regarding current prices can be obtained from our website at www.yvw.com.au
A quarterley bill will be issued for water usage recorded on log sheets from metered filling station and fire hydrants. The quarterley bill will also contain a service charge of $52.83 for each commercial permit. Domestic customers do not pay the service charge.
Log sheets are required to be submitted by the last Friday of each quarter (March, June, September & December) for auditing purposes. Notification is also required where the water usage to be declared is zero.
Log sheets can be provided in the following ways:
Where log books are not submitted on time, the permit may be cancelled. If cancelled, a new permit application will be required, during which time access to water from metered filling stations & fire hydrants is not permitted (refer to paragraph 2 of this agreement).
As each permit is issued for a specific vehicle, Yarra Valley Water must be advised if a permit is no longer required. For example; where the vehicle may be sold or is no longer used for the permitted purpose. If the vehicle is replaced, Yarra Valley Water can arrange for the permit to be transferred to the new vehicle.
Under/Overpayment
If you are overcharged, you will receive a credit on your next bill or a refund. If you have been undercharged, due to our error, we will only seek to recover amounts undercharged over the previous 12 months.
Meters in each metered filling station are calibrated annually and meet the requirements of AS3500. If you believe your water usage is not accurately measured we can arrange for the meter to be tested by a certified testing facility on payment of a fee. If the meter tests outside the accuracy tolerances of AS3500, the fee will be refunded and your bill adjusted.
Paying Your Bill
You are required to pay your bill by the due date. Information regarding the available payment options can be obtained from our website at www.yvw.com.au
Changes to this Agreement
Yarra Valley Water may at any time:

Vary the terms & conditions of the agreement,
-
Increase of vary its prices,
-
Revoke or vary a permit
Where this happens permit holders will be notified in writing.
Your Responsibilities
You are required to ensure that:
-
Each vehicle used to access water from fire hydrants is fitted with a backflow prevention device complying with Plumbing Standard Regulations 1998, National Plumbing & Drainage Code Australian Standard 3500 (AS/NZS 3500.1:2003),

Any person operating this permit has completed metered filling station and fire hydrant training and complies with the terms and conditions of the Agreement,
-
Fire hydrants and metered filling stations are operated correctly to minimise risk of damage to our assets and water supply system,

Maintain an accurate log book of fire hydrant usage and provide it in the required manner,
-
Pay bills in accordance with our payment terms,
-
Notify us of any unauthorised fire hydrant access by vehicles not displaying current permits, and
-
Notify us of any damage to hydrants or metered filling stations
Indemnity
You will indemnify Yarra Valley Water for:
-
Any breach of your obligations under this agreement,
-
Any damage (accidental or otherwise) caused to metered filling stations, fire hydrants or other property,
-
Any disruption to the water supply you may cause, or
-
Any claims from customers or other persons concerning property damage, pecuniary loss, injury or death resulting from any act or ommission on your part
Permit Cancellation
The permit may be cancelled by either party with 7 days notice in writing. On cancellation, any keys issued for operation of metered filling stations must be returned.
We may also cancel a permit immediately, where you fail to comply with the terms and conditions of this agreement.
Terms & Conditions for Permit Holders
Permits are issued with the following terms & conditions:

Permits must only be used for the level of approved access

Fire hydrants must not be used within 5 kilometres of a metered filling station
-
Permits & log sheets must be carried in vehicles & be available for auditors on request
-
All operators using the permit must have completed training in the safe operation of metered filling station & fire hydrants
-
Black top fire hydrants must not be used
-
Vehicles accessing fire hydrants must be fitted with a backflow prevention device compliant with AS/NZS 3500.1.2.98
-
Vehicles used to transport water for potable purposes must be suitable for that purpose & not be used for any other purpose

Permits are:
-
Metered filling station keys must be returned on cancellation of the agreement or on request of Yarra Valley Water. The permit holder will be charged $100.00 per key for keys that are not returned (including lost keys).

Where access to fire hydrants is required for fire fighting purposes on behalf of CFA, Yarra Valley Water must be consulted and receive confirmation details from CFA of date, time and place of use together with estimated usage.

Anytime water is taken from a hydrant or water filling station, you must ring Yarra Valley Water on 9872 1646 to notify and obtain approval.
