Eley Road sewer project
The final step is to connect the new sewer to our existing network. We need to do this at night when sewage flows are low.
What to expect?
- Night works at the intersection of Westminster Close and Eley Road between 8 pm and 6 am.
- Crews will monitor sewer levels within the Melbourne Water Retarding basin and between Hale Court and Holland Gully Reserve.
- Some of these works will be noisy and disruptive.
No interruptions to your water or sewerage services are expected.
The works have been approved by Whitehorse City Council and will be carried out in accordance with permit conditions.
Timing
Night works are planned between Wednesday 5 and Friday 14 August 2026. We may need to adjust these dates if any issues arise when we carry out the work.

What's involved in constructing the sewer pipeline?
We constructed a new sewer pipeline in 3 stages:
- Stage 1, from January to August 2025
Within Eley Road, from Westminster Close to the entry to Eley Park
- Stages 2 and 3, from May 2025 to April 2026
Within Holland Gully Reserve:
– from Royton Street to the shared pathway entry at Sartori Street
– from Sartori Street to the Holland Road playground.
Our contractor, MFJ Constructions, is doing this work for us.

Project Updates
Early investigations - 2022 to 2023
As part of our plannng for a new sewer pipeline in Blackburn South, we completed a range of investigations from late 2022 to mid-2023. These investigations included service proving, topographical, geotechnical and ecological assessments and the findings were used to inform the detailed design for our proposed new sewer.
We distributed project notices to residents who live near the investigation sites and we'll continue to share more information as this project progresses.
