Eley Road sewer project
What we did
We constructed a new 1.1 km sewer pipeline from the corner of Westminster Close and Eley Road to Holland Gully Reserve to improve the reliability of the sewerage system in Blackburn South.
We also constructed a new emergency relief structure in Eley Road near Westminster Close where excess sewage can discharge to during times of heavy rainfall. When the sewer network reaches capacity, the emergency relief structure safely diverts overflows into Melbourne Water’s stormwater drain. This helps protect nearby homes, public reserves and the local environment from sewage spills.

What was involved in constructing the sewer pipeline?
We constructed a new sewer pipeline in 3 stages:
- Stage 1, from January to August 2025
Within Eley Road, from Westminster Close to the entry to Eley Park
- Stages 2 and 3, from May 2025 to April 2026
Within Holland Gully Reserve:
– from Royton Street to the shared pathway entry at Sartori Street
– from Sartori Street to the Holland Road playground.
Our contractor, MFJ Constructions, completed this work for us.

Project Updates
Early investigations - 2022 to 2023
As part of our plannng for a new sewer pipeline in Blackburn South, we completed a range of investigations from late 2022 to mid-2023. These investigations included service proving, topographical, geotechnical and ecological assessments and the findings were used to inform the detailed design for our proposed new sewer.
We distributed project notices to residents who live near the investigation sites and we'll continue to share more information as this project progresses.
